access

Launched
by
UNICEF
and
the
World
Bank
in
2005,
the
Initiative
has
gained
considerable
momentum
through
involvement
of
other
key
development
partners
and
constituencies.
The
goal
of
this
collaborative
effort
is
threefold.
First,
it
is
to
build
a
knowledge
base
and
network
on
school
fee
abolition
that
facilitates
the
exchange
of
lessons
learned
and
supports
sound
strategies
and
interventions.
Second,
the
goal
is
to
use
this
knowledge
and
experience
as
the
basis
for
facilitating
and
providing
guidance
and
support
to
countries
in
planning
and
implementing
a
policy
on
school
fee
abolition,
in
securing
external
assistance
in
the
short
and
medium
term,
and
in
ensuring
long
term
sustainability
in
terms
of
more
equitable
allocation
and
effective
management
of
education
and
other
resources.

it
is
to
facilitate,
promote
and
advance
the
global
policy
dialogue
on
the
financial
barriers
to
education
access
and
build
partnerships
that
ensure
an
environment
for
success.

ADEA is governed by a Steering Committee composed of ten
African ministers of education and representatives of
most multilateral, bilateral and private development organizations
that work in the education sector in Africa. The Steering
Committee is both ADEA's governing body and ADEA's primary
instance for coordination among funding agencies, among
African ministries of education, and between these two
components. The ten ministers of education who sit on
the Steering Committee constitute the ADEA Bureau of Ministers.
They are chosen by the Caucus of Ministers which consists
of all the ministers of education of sub-Saharan Africa.
Ministers are selected by region (Western Africa, Eastern
Africa, Central Africa, Southern Africa and the Indian
Ocean) and serve on the bureau for a four-year period.
Bureau members are selected on the basis of alphabetical
rotation by country. During its Steering Committee, ADEA
also organizes thematic seminars. The main objective of
these seminars is to provide a venue for high level discussions
between ministers of education and member agencies on
priority issues for education in Africa. Seminars have
focused on: new initiatives and trends in development
cooperation for education; the financing of education;
the future of ADEA working groups in the present African
context; and follow-up activities towards the improvement
of educational quality.

High-Level Meeting for Africa's Regional
Economic Communities (RECs) on implementation of the Plan
of Action for the Second Decade of Education for Africa
(2006-2015)

Union (AU) in partnership with AfDB, UNESCO and ADEA
Goals and objectives.
The High-Level Meeting has the following goals that should
guide its objectives and actions :
- mobilization of stakeholders and partners in the process
of accelerating qualitative changes in education in Africa
in order to address the continental shortcomings in this key
sector;
- promotion of African education systems that will have a
positive impact for Africa's successful integration in a global
world and will enhance the endogenous potential of development
through scientific and technological improvements and relevance
vis-à-vis African identity, the specific needs of economic
development and social demand ;
- acceleration of economic growth, poverty alleviation, eradication
of pandemics (HIV/AIDS, malaria…), environment protection,
building social and national cohesion (against civil conflicts),
promotion of democratic and active citizenship through building
qualitative human and social capital on a wide scale based
on equity.
The African Union's Plan of Action, which has 7 priority areas,
has been prepared with the following objectives in mind:
- Gender and culture;
- Education management information systems;
- Teacher development;
- Tertiary education;
- Technical and vocational education and training, including
education in difficult situations;
- Curriculum and teaching and learning materials;
- Quality management.
The general objective of the high-level
meeting is to exchange information in order to arrive at a
consensus on the definition and the realization of the conditions
which would lead to the full participation of the eight REC
recognized by the African Union through the preparation and
implementation of regional strategies for the integration
of the Plan of Action of the Second Decade. More specifically,
the meeting will aim at attaining the following objectives:
- to pool the RECs' experience concerning the relationship
between education and integration;
- to share with the RECs the objectives and strategies of
the Plan of Action of the Second Decade;
- to define roles and specific responsibilities at each level
(continental, regional and national) for the implementation
of the Plan;
- to prepare strategies and methodologies which will facilitate
the integration of the objectives of the Plan of Action of
the Second Decade into the RECs' programmes;
- to analyze the RECs' needs for support for strengthening
their technical and institutional capacities, in order for
them to be able to carry out on a long-term basis the roles
allotted to them;
- to define, within the same framework, the sources and means
necessary for the mobilization of resources in favor of the
REC;
- to agree on a follow-up and reporting mechanism for the
implementation of the Plan of Action.

The General Conference consists of
the representatives of the States Members of the Organization.
It meets every two years, and is attended by Member States and
Associate Members, together with observers for non-Member-States,

(NGOs). Each country has one vote, irrespective of its size
or the extent of its contribution to the budget.
The General Conference determines the policies and the main
lines of work of the Organization. Its duty is to set the programmes
and the budget of UNESCO. It also elects the Members of the
Executive Board and appoints, every four years, the Director-General.

Renewing Literacy to Face African and International Challenges

The African Regional Conference in Support
of Global Literacy will take place from 10 to 12 September
2007 in Bamako, Republic of Mali. The Conference aims at
bringing together stakeholders in literacy for advocacy,
in-depth exchange and planning for ways forward, as well
as networking and coalition building for a new literacy
drive in Africa. The Conference is organised by UNESCO with
the support of the Government of Mali, The Educatioin Program
Development Fund of the EFA Fast Track Initiative and the
World Bank, the Association for the Development of Education
in Africa, USAID and the Organisation interationale de la
Francophonie. Key sponsors are Microsoft Africa, the Swedish
International Development Cooperation Agency, the Government
of Norway, and the Swiss Agency for Development and Cooperation.
2. Objectives 1. to provide a powerful advocacy for literacy
in Africa as part of Global Literacy, LIFE and UNLD within
EFA; 2. to build a coalition of partners involving governments,
NGOs/CSOs, private providers, development agencies for effective
national programmes in the framework of LIFE, UNLD and other
global initiatives such as EFA, MDG and DESD; 3. to contribute
to the accelerated implementation of the LIFE programme
in Africa; 4. to create a demand for literacy and assist
countries in designing and formulating fundable programmes;
5. to integrate literacy programmes with the EFA and Education
Sector Strategy; 6. to create a pool of countries supported
by experts and partners for implementing effective literacy
programme on a large scale; 7. to develop capacity building

the literacy and non-formal education component of the Second

Congress of African Scientists and Policymakers
The January 2007 Summit of Heads
of States and Governments, which will take place in Addis
Ababa, has been assigned a unique theme, "Science, Technology
and Research for Africa's Development". This is a milestone
achievement for African scientists, technologists, policy
makers and all stakeholders to convince the leadership that
science and technology is an effective weapon against abject
poverty and underdevelopment. The Heads of State and Government
will have focused discussions on the role of science and technology
(S&T) in socio-economic development of Africa. African scientists
and policy makers should grab this opportunity to make practical
contributions and recommendations for consideration at this
forthcoming summit. In preparation of the summit a number
of activities are planned to take place. The aim of these
activities is to prepare recommendations for the Summit to
consider and to sensitise the public focus. The activities
include the Congress of African Scientists and Policy Makers,
that will take place in Alexandria, Egypt, from 27 to 29 October
2006. The Congress will bring together Africa's leading scientists,
executives and decision-makers from industry, research institutions,
government and academia to discuss fundamental topics in science
and technology for socio-economic development of our continent.

final de la Commission des États généraux sur l'Éducation
du Québec1 et quarante ans après le Rapport Parent, le colloque
accordera une attention particulière aux enjeux du repérage,
de la réorganisation, voire de la création de nouvelles pratiques
de gestion et d'encadrement de l'éducation. Dans un contexte
de changements multiples et permanents, l'ensemble de ces
pratiques est en profonde transformation tant au niveau du
pilotage politique et administratif du système que de celui
de l'encadrement intermédiaire, que ce dernier soit au niveau
d'un territoire ou de l'établissement scolaire. À l'heure
de la mondialisation des échanges humains et de la mise en
réseau international des systèmes éducatifs, le colloque contribuera
par des analyses croisées au développement de communautés
de pratiques qui dépassent largement les frontières locales
et nationales.
