WGTP/fs: The Working Group on
the Teaching Profession finalizes the terms of reference for future
studies
In keeping with the work plan established for the first semester
of 1999, the French section of the Working Group on the Teaching Profession
(WGTP) held two workshops, one in Cotonou from 5-9 April, and the
other in Lomé, from 26-30 April. They main objective of the
meeting was to fix the terms of reference for the studies and projects
that will be conducted by WGTP's 13 national teams during 1999/2000.
The themes had already been set in January 1999 by the Ministers of
education in the member countries.
Main subjects for consideration by WGTP/fs
The principal lines of inquiry were first defined in 1993 and included
the following topics:
- recruitment;
- initial and ongoing training; career management, postings and transfers;
- pedagogical structures and material conditions;
- teacher participation and centralization/decentralization of decision-making;
- salaries, bonuses, perks and incentives;
- the particular role of teachers and the "gender problem".
The projects and study areas selected for 1999/2000 fall within the
broad lines of the original inquiry by the Working Group: alternative
ways to recruit teachers; the specific problems of teachers in rural
areas; teacher unrest:
- profile and skills;
- professionalism;
- networking;
- the outlook for management based on employment, jobs and staffing;
- conditions facing teachers in remote or desolate environments;
- what measures can improve internal efficiency;
- reassigning staff;
- the unions and ways of participating;
- salary scales and structural adjustment.
Meeting results
Each workshop focused on two main activities: the writing up of a
project or study proposal; presentations on methodology aimed at reinforcing
the participants' skills.
The Lomé Workshop also enabled the Steering Committee of WGTP/FS
to meet and take the following decisions:
- The next annual get-together of heads of national teams would be
in Dakar, November 2 to 6, 1999.
- The studies and projects would be evaluated at this meeting and
the results communicated.
- The study on "The Teacher's Impact," (l'effet maître)
entrusted to the IREDU in Dijon, will be finalized. The conclusions
may be written up in French and English flyers for presentation at
the next ADEA biennial in December 1999.
