Ministerial Meeting on Education in
Crisis and Post-Conflict Circumstances ( Mombasa, Kenya, June 2-4, 2004)
June 2-4, 2004 in Mombasa, Kenya, ADEA organized
a conference on education in countries in crisis or post-conflict ,in
collaboration with the Commonwealth Secretariat. The conference brought
together Ministers of Education and Training from conflict-torn countries
such as Sudan and the Democratic Republic of Congo and their colleagues
from countries in the post-conflict phase including Liberia, Rwanda,
Sierra Leone, South Africa and Uganda to explore the challenges of delivering
education in conflict and crisis circumstances in Africa. Furthermore
representatives of development partners such as INEE (Inter-Agency Network
for Education in Emergencies), UNESCO, UNICEF, and the World Bank as
well as FAWE and the ADEA Working Groups on Higher Education and Communication
for Education and Development attended the conference .
At the end of the three-day conference, the ministers
signed a declaration which acknowledged that education systems
should be used as agencies and forces for peace-building, conflict prevention,
conflict resolution and nation building.

Ad hoc Group on HIV/AIDS Seminar
finalizes Gabon HIV/AIDS national sector plan (Libreville, June 2-4,
2004)
ADEA's Ad Hoc WG on HIV/AIDS held a workshop June 2-4,
2004 in Libreville to assist the Gabonese Ministry of Education
in finaliz ing its sector strategy and plan of action to fight the pandemic.
The workshop followed a recommendation made at the ADEA sub-regional
ministerial conference on HIV/AIDS in Central Africa in May 2003 in
Libreville, Gabon, calling ADEA to assist Central African countries
in drafting and finalizing sector strategies and plans to mitigate the
impact of HIV/AIDS on the education sector.
In line with ADEA’s policy for enhanced coordination
and collaboration, ADEA requested the technical support of the UNDP
HIV/AIDS and Development Regional Project (South Africa). The UNDP provided,
free of charge, the services of one of its senior project officers who
successfully helped the Gabonese Ministry of Education finalize its
sector strategy and action plan. The travel of the UNDP expert and organizational
costs of the workshop were met using the resources of the Ad Hoc WG
on HIV/AIDS. The two day workshop gathered around 25 people from the
Ministry of Education, the Ministry of Health (PNLS), Teachers Unions,
People Living with HIV/Aids associations, NGOs, and other ministries
and media groups.

Regional Conference on Secondary Education
in Africa (Dakar, June 6 - 9, 2004)
ADEA helped organize the Second Regional Conference on
Secondary Education in Africa, which was held in Dakar, June 6-9, 2004.
The meeting was organized in collaboration with the SEIA team of the
Africa region of the World Bank, the World Bank Institute and the IIPE.
Eighteen countries from sub-Saharan Africa participated in the conference.
The conference aimed at facilitating the exchange of
information on secondary education and reinforcing partnerships between
African decision makers and development partners in this area .
The conference took up two crucial issues:
- The costs and financial viability of secondary education
programs;
- The quality and relevance of education
and learning in secondary schools in sub-Saharan Africa.

1st Steering Committee Meeting of the
WGECD (Accra, June 14-16, 2004)
The first Steering Committee Meeting of the ADEA Working
Group on Early Childhood Development took place in Accra, Ghana, June
14-16, 2004. The meeting was organized back-to-back with a meeting of
the ECDVU (Early Childhood Development Virtual University).
The meeting brought together ministers or their representatives
from Senegal, Malawi and Ghana as well as representatives from UNESCO,
UNICEF, The World Bank (via teleconference), ECDVU and the South African
Non-Governmental Organization ELRU (concerning NEPAD). The Ministers
of Education of Gambia and Tanzania who have accept ed to be member
sof the WGECD Steering Committee were not able to participate in this
meeting.
Discussions focused around the following themes :political
commitment for ECD, partnerships for ECD (international, national and
local) and resources for ECD. Furthermore ,participants discussed preparation
of the third African International Conference on Early Childhood Development
( following up on the Asmara meeting ), scheduled to take place May
31 to June 2,2005 in Accra, as well as a process to develop a policy
document for NEPAD.

Technological Infrastructure
and Use of ICT in Education in Africa: an overview

This overview of existing technological
infrastructure and use of information and communication technologies
(ICT) in education seeks to explore how ICT can provide support to distance
education and open learning in Africa. It provides insights into the
major issues and challenges of introducing ICT technology in education
in light of the current structure available, kinds of projects being
implemented, as well as the financial considerations for ICT-based educational
strategies. It also includes a literature review and examples of current
initiatives in open and distance learning.
