Legal Frameworks. A Study of the Legal Framework for Teacher Management in Three African Countries: Sierra Leone, Uganda, Zimbabwe

In most African countries today, Ministries of Education are challenged regularly on issues such as management procedures, personnel grievances and conditions of services for teachers. In many countries, the legal framework for teacher management is problematic and there is a need for reform. This report presents the findings of the study on legal frameworks for teacher management in Sierra Leone, Uganda and Zimbabwe and looks at the extent to which they are needed and applied. The overall objective of the study is to identify ways in which existing legislation, regulations, procedures and practices may be made more relevant to the interests of ministries and teachers. It is intended to facilitate discussion on the nature of the relationship between teachers and their employers in order to reach a consensus on practical reforms and establish regular mechanisms for dialogue., eng
