Inter-Country Seminar on the Further Development of the Education / Training Continuum Theme

The Inter-Country Quality Node for Technical and Vocational Skills Development (ICQN/TVSD) in Africa is jointly coordinated by the Côte d’Ivoire Ministry of Education, Technical Education and Vocational Training (represented by the Office of the Minister of State for Technical Education and Vocational Training) and the Association for the Development of Education in Africa (ADEA). It’s objective is to pool the experiences of African countries in order to improve young people’s vocational skills and qualifications and thus to facilitate their access to employment.

Experts Seminar for the ICQN-TVSD on “Education and Training Continuum”

Since its inception in 2010, the Inter-Country Quality Node on Technical and Vocational Skills Development (ICQN / TVSD) has as its main objective to support African countries in the formulation and implementation of policies and education and training systems capable of qualifying the largest number of youth in order to enable them to successfully integrate into the world of work. In so doing, the Node has carried out an in-depth situational analysis of the TVSD field in Africa and, in the process, identified ways and means of achieving this objective.

1st ICQN on Teaching and Learning & Network of African Learning Assessment (NALA) Joint Planning Meeting

The first planning meeting of the Inter-Country Quality Node on Teaching and Learning (ICQN TL) and the Network for African Learning Assessment (NALA) took place in Saly Portudal, Senegal from 15th – 18th June, 2016. The Association for the Development of Education (ADEA) and the Senegal Ministry of Education jointly organised this USAID-funded meeting as a follow up to the launch of ICQN TL in Kigali in February 2016, led by the Rwanda Ministry of Education (MINEDUC).

Reasons for creating the inter-country quality node

The Maputo Biennale clearly demonstrated the need to rise above the traditional, dichotomous vision in which general post-primary education is viewed as separate from technical and vocational education and training (TVET), and the TVET system as separate from alternative paths to technical and vocational skills development (TVSD).

Second Meeting of the Inter-Country Quality Node on Technical and Vocational Skills Development

Introduction and Background

ADEA launched the concept of Inter-Country Quality Node or ICQN in order to act as a catalyst for innovative policies and practices that are conducive to change in education and training in Africa through the pooling of thinking, experiences, lessons learned and knowledge. To this end priority is given by ADEA to the networking of decision makers and public and private actors who can make a joint contribution to the resolution of common challenges at the regional and sub-regional levels.

Seminar of the ICQN-TVSD on National Qualifications Frameworks

At the second meeting of the Inter-Country Quality Node on Technical and Vocational Skills Development (ICQN/TVSD), which was held in Abidjan from 19 to 21 September 2011, the ministers and representatives of the 20 countries present decided to create three thematic groups: one on the transition to work, one on national qualification frameworks and one on the role of trade/business associations in the field of TVSD.

Experts meeting to facilitate youth employment in Africa

Context

To prepare for the “Regional Event on Youth Employment in Africa”, which will take place on 21, 22 and 23 July 2014 in Abidjan, each of the 32 countries invited will have to produce a report with data on the labour market, information on the most important national youth training and employment schemes and analysis of the pre-requisites for their success.

ICQN-TVSD 2014 Ministerial Conference on Africa's Youth Employment

The Conference of Ministers on “Providing the African Youth with Skills and Training for Jobs”, which took place in Abidjan July 21-25, 2014 concluded with the signing of a Declaration and the adoption of a plan of action.  

The Declaration, signed by 25 African Minitsers of employment and vocational training or their representatives, sets out the decisions made by the Conference, which adopted two plans: an action plan for inter-country cooperation and the ICQN-TVSD’s development plan for the 2014-2017 period.

African Conference on the Integration of African Languages and Cultures into Education

1. Context and rationale

The use of African languages as means of instruction is viewed as one of the key factor in the quest to improve access to as well as quality of education in Africa. Indeed, the school ineffectiveness (i.e. high rate of drop-out, repetition among learners at all levels of instruc-tion) is to some large extent attributed to the fact that African students are required to become literate, learn content and pass examinations in a language that they often neither master (in listening / speaking) nor practice (at home / among peers).

ADEA Regional Technical Workshop on the issues of the ICQN on Literacy

1. Background

ADEA created the Inter-Country Quality Node on Literacy at the African Regional Conference held in Bamako in September 2007 to reflect its strong commitment to act as a catalyst of innovative policies and practices for qualitative transformation of education through the pooling of ideas, experiences, learning and knowledge.

During the Bamako Conference, meetings of various stakeholder groups were held to chart the way forward and monitor the "African regional conference in support to literacy."

ICQN-MSE Committee writing workshop

    In order to move the activities of ICQN-MSE forward, a committee comprising of seven members of the Center for Mathematics and Science Education (CEMASTEA), Kenya which is the secretariat for the ICQN-MSE was appointed by the director.
