Education
to fight poverty and to promote rural development
November 24, 2007. Approximately 70% of Africa's population
lives in rural areas. These areas have the highest proportions of poor,
the majority of out-of-school children and the highest illiteracy rates,
with the attendant problems of compromised food security and health,
limited productivity, limited opportunities to improve livelihoods,
poor management of resources and of the environment. Education for rural
people is thus a strategic priority in the fight against extreme poverty,
hunger and illiteracy and for the promotion of rural development.
On November 28 and 29, a workshop on education for rural people in
Africa will be held at the headquarters of the FAO. The meeting is organized
jointly by ADEA and the FAO, with support from Italy's Directorate General
for Development Cooperation (DGCS) and in partnership with UNESCO, the
International Institute for Educational Planning (IIEP), France's Ministries
of Agriculture and Foreign Affairs and the World Bank Institute, France.
The workshop will consider the progress achieved since the September
2005 ministerial seminar on education for rural people held in Addis
Ababa. Discussions will also explore education and training to cope
with specific challenges, such as climatic shocks and climate change,
food security and sustainable resource management.
The participants will be senior officials from the Ministries of Education
and Agriculture of the following 11 countries: Burkina Faso, Ethiopia,
Guinea, Kenya, Madagascar, Mozambique, Niger, Senegal, South Africa,
Tanzania and Uganda.
The workshop is held within the framework of the FAO-UNESCO flagship
on Education for Rural People led by FAO, which ADEA has joined.

Enlisting
the Regional Economic Communities’ support for Africa's Second Decade
of Education
A High-Level meeting of the regional economic Communities
(RECs) took place this week in Tunis, November 6-7, 2007. Convened by
the African Union, and organized in collaboration with ADEA, the African
Development Bank (AfDB) and UNESCO,
the meeting is one of the steps taken to ensure the successful implementation
of the Second Decade of Education Plan of Action. The Decade aims at
accelerating the qualitative transformation of African education systems
that will produce the human resources needed for the development of
a prosperous and peaceful Africa, integrated in the global world and
the knowledge economy.
Pillars of the African
Union, the RECs are the foundation for the integrated development
of Africa in all areas, including education. In this respect, they hold
a key position in the chain of actors, particularly in the articulation
between the national and continental levels. The RECs will be responsible
for facilitating implementation of the Plan of Action for the Second
Decade of Education through the development and implementation of regional
strategies.

An
Observatory for Education in Africa
September 27, 2007: A key challenge facing Africa’s
ability to report on its human resource development achievements is
information gaps or “data blanks”. Most African countries lack the information
and data systems to support the efficient management, monitoring and
evaluation of their policies and their implementation. In light of this,
the African Union has decided to establish an Observatory that will
monitor Africa’s education achievements as well as the implementation
of the Plan of Action for its Second Decade of Education for Africa.
Two key partners have been called to join forces to support the AU in
setting up the Observatory: IPED (Pan African Institute for Education
and Development), based in Kinshasa and ADEA, which has three Working
Groups – on Statistics, on Finance and on Sector Analysis – that have
complementary technical and human resource skills to support implementation
of the Observatory.
A strategic area of intervention of the Observatory will be to spur
the development of efficient Education Management Information Systems
(EMIS) throughout Africa. ADEA’s Working Group on Education Statistics
(WGES) will be playing a key role in this area. This week, it hosted
a meeting at its headquarters in Harare, Zimbabwe, during which a strategy
for implementing a continental EMIS was shared and discussed.

Renewing
Literacy in Africa
September 10, 2007: "Renewing Literacy to Face African
and International Challenges", a conference on literacy in Africa is
taking place in Bamako, Mali, September 10-12, 2007. Organized by UNESCO,
the meeting will review the situation on the continent where, on average,
less than 60 percent of adults can read or write.
The conference was opened today by the President of Mali, Amadou Toumani
Touré. ADEA's Executive Secretary, Mamadou Ndoye, delivered a
key note speech stressing the links between literacy and democracy
and the importance of literacy in African languages.
During the week, several round tables will be chaired by ADEA and its
Working Group on Non-formal Education (WGNFE). ADEA will also organize
a meeting for representatives of African Ministries of Education to
discuss the launching of an inter-country quality node on literacy.

ADEA
extends its scope of activities to North Africa
ADEA, which hitherto has focused exclusively on sub-Saharan
Africa, will now cover the entire African continent. This development
is one of the consequences of the strengthened partnership between ADEA
and the African Union in the context of the implementation of the Second
Decade of Education for Africa, for which ADEA has been designated one
of the main players.
In extending its scope to include North Africa, ADEA welcomes five new
member countries: Algeria, Egypt, Libya, Morocco and Tunisia. The wealth
of new contexts, experiences and expertise that these countries offer
will be invaluable to ADEA in its efforts to further the development
of African education systems.

Key
recommendations for Second Decade adopted by COMEDAF III in Johannesburg
COMEDAF III, the Conference of African Ministers of Education
of the African Union closed in Johannesburg, South Africa, August 10,
2007.
Focused on the implementation of the Plan of Action for the Second Decade
of Education in Africa, the conference adopted key recommendations to
ensure the success of the Decade, including the creation of a Trust
Fund for Education, Science and Technology that will be hosted at the
African Development Bank (AfDB).
The conference also recommended acceleration of the partnership between
the African Union and ADEA: finalization of the signing of the Protocol
Agreement between the African Union (AU) and ADEA; invitation of the
Ministers of Northern Africa to join ADEA and to participate actively
in its activities; exploration and implementation of modalities for
merging the ADEA and COMEDAF Bureaus of Ministers.

The 3rd Session of the Conference of Ministers of Education
of the African Union (COMEDAF III) will take place in Johannesburg from
August 6th to 10th, 2007.
Implementation of the Plan of Action for the Second Decade of Education
for Africa - of which ADEA is a major partner - will be at the center
of discussions. Issues on the agenda will include strategies developed
for three focus areas of the Plan of Action: higher education, teacher
training, and technical and vocational education. The establishment
of an African Education Fund will also be discussed.
A side event of the conference will be an exhibition of teaching and
learning materials in the fields of mathematics and sciences. The exhibition
is organized by the African Union in collaboration with ADEA.

invites articles for the Fifth Akintola Fatoyinbo Journalism Award
ADEA calls African journalists to compete in the 5th edition
of the Akintola Fatoyinbo Africa Education Journalism Award. The award
recognizes the most outstanding articles on education in Africa, authored
by African journalists and published in the African press. It seeks
to encourage the development of both quality education journalism and
public debates in this domain.
Take-off of the competition was announced by Adama Samassékou, President
of the African Academy of Languages (ACALAN) in Bamako, Mali, against
the International Conference on School Fee Abolition: Planning for
Quality and Financial Sustainability. The Conference was held in
Bamako June 19-22, 2007 and was organized by ADEA, UNICEF and the World
Bank in collaboration with the Ministry of Education of Mali.

Conference on School Fee Abolition Ends in Bamako
Organized June 19-22, 2007, by ADEA, UNICEF and the
World Bank, in collaboration with the Ministry of Education of Mali,
the International Conference on School Fee Abolition: Planning
for Quality and Financial Sustainability ended in Bamako by the
adoption of a Declaration in which Ministers of education and finance
of the 23 countries attending the meeting reassert their "commitment
to attaining the goal of universal primary education by 2015".
The ministers' commitment is more concretely aimed at "doing whatever
is necessary so that no child is kept away from school because her/his
family does not have the financial resources to send him to school",
" to increase resources on the national level as well as the effectiveness
of their use", "to establish optimal policies" and to plan activities
that can "guarantee the success of the initiative to abolish school
fees".
The Ministers also requested greater support on the
part of their financial partners - the G8 countries, the IMF and other
donors - in order "to make quality universal education a reality"
and have "funding that is foreseeable, available over the long term
and compatible with our national education plans".

Conference on School Fee Abolition: Planning for Quality and Financial

The delegations
of 23 countries, 18 of them African, as well as experts and decision-makers,
representing intergovernmental and nongovernmental organizations,
United Nations institutions, development cooperation agencies, financial
institutions and civil society organizations, are meeting in Bamako
June 19 to 22, 2007, to give new momentum to Education for All.
Over 150 participants are expected in Mali for the "International
Conference on School Fee Abolition: Planning for Quality and Financial
Sustainability", organized by ADEA, UNICEF, the World Bank and the
Ministry of Education of Mali.
The conference is in two parts. June 19 and 20 are devoted to technical
aspects starting with an overview of abolition of school fees worldwide.
At the end of these in-depth exchanges, which will enable the delegations
to review their country proposals and improve them, a policy meeting
will be held on June 21 and 22 during which Ministers of Education,
Ministers of Finance and decision-makers will reflect on modalities
to be implemented to remove the financial barriers on Education for
All.

Education will be the focus of ADEA's next Biennale on Education in
Africa
ADEA is
pleased to announce the theme of the upcoming 2008 Biennale on Education
in Africa. Post-Primary Education has been identified as one of the
greatest challenges facing education systems in Africa. The Biennale
will address three major areas within this general theme: extension
of basic education to include lower secondary education; Technical and
Vocational Education and Training (TVET) and labor markets in urban
and rural settings; and articulation between upper secondary and higher
education.
Initial exploration of the topic began with the Ad hoc Working Group
on Post-Primary Education (WGPPE), established in November of 2004 to
address the growing needs in light of achievements of universal primary
education. Several meetings have been organized since in preparation
of the Biennale.
The Biennale on Education in Africa, which unites nearly 500 participants,
serves as the most significant educational event for the African region.
Ministers of Education from sub-Saharan Africa, bilateral and multilateral
development agencies, experts from Ministries and universities, as well
as representatives from civil society are each invited to participate
in the Biennale. The 2008 Biennale seeks to provide the educational
community of Africa with the research, tools, and capacity to advance
post-primary education across the continent.

Launching
of African Union Second Decade of Education for Africa
ADEA organizes Exhibition of African Teaching and Learning Materials
for COMEDAF Meeting in Maputo
Maputo,
Mozambique, September 4-8, 2006: ADEA has
organized an exhibition of teaching and learning materials with the
support of its Books Working Group and the African Publishers Network
(APNET) and in close collaboration with UNESCO Bureau of Education in
Dakar, the UNESCO Maputo Office and the Ministry of Education and Culture
of Mozambique. The exhibition was held in Maputo, Mozambique, September
4-8, parallel to the Conference of Ministers of Education of the African
Union (COMEDAF) for the launching of the Plan of Action for the Second
Decade of Education for Africa.
Books and other teaching and learning material from twenty-five African
countries - in English, French, Portuguese, Arabic, Kiswahili and more
than thirty other African languages - were presented at the exhibition
which took place at the Joaquin Chissano Conference Centre. Curriculum
and teaching and learning materials is one of the 7 focus areas of the
Second Decade's Action Plan which seeks the acceleration of education
development as an essential condition to fulfill the African Union's
vision of an integrated, peaceful and prosperous Africa.
The exhibition sought to draw attention to the importance of books and
material for African education systems and to enable countries to exchange
experiences. Research shows indeed that textbooks in core subjects for
all children and teachers' guides are among the most cost-effective
inputs for improving learning at school.
Special emphasis was given to Mathematics, Science and Technology -
which the African Union considers as key to poverty eradication and
to Africa's development and participation in the global economy - and
material in African languages - which are essential to support mother-tongue
instruction, the development of people's culture and the strengthening
of links between schools and communities.
Material pertaining to various other subjects was also displayed including
Agriculture, HIV/AIDS, Languages, History, Geography, Life skills, Business
studies, Gender issues and Alternatives to Violence.
The exhibition deliberately focused on material coming from African
publishers, underscoring efforts made throughout the continent and the
need to support African publishing.
The exhibition was also an opportunity for viewing films related to
education, culture, new communication technologies and gender issues.

social contract for education

What Makes Effective Learning in Schools and in Literacy and Early
Childhood Development Programs?
Libreville,
March 31, 2006 - Africa today should undertake
to formulate a new social contract for education in order to meet the
major challenge of African development. This is the message conveyed
by the 7th Biennale on Education in Africa, which was opened on March
27 at the International Conference Center in Libreville by the head
of state of Gabon, President Omar Bongo Ondimba, and his guest of honor,
the head of state of Cape Verde, President Pedro Pires.
At the invitation of the Association for the Development of Education
in Africa (ADEA), over 475 participants spent a week discussing ways
and means of providing more and better education, while trying to answer
the crucial question of how to ensure effective learning in schools,
literacy programs and early childhood development programs.
The discussions gave rise to a series of recommendations based on the
central assumption that successful education depends not only on financial
resources, but also on effective and ongoing advocacy work, the establishment
of strategic partnerships and, most important, political will. (Excerpt

What Makes Effective Learning in Schools and in Literacy and Early
Childhood Development Programs?
ADEA
will hold its seventh Biennial Meeting in Libreville, Gabon, March
27 - 31. The Biennale of Education in Africa is unquestionably the
most important meeting of the educational cooperation community in
sub-Saharan Africa. Some 450 participants are expected, including
all ministers responsible for education and training in sub-Saharan
Africa, all multilateral and bilateral cooperation agencies working
in the education sector in Africa, African and international NGOs/CSOs,
and education specialists from education ministries, universities,
research institutions and networks.
The 2006 Biennale is fully
in line with the international and African movement to promote the
virtuous circle of education and development, because it is based
on one of the main lessons drawn from the analysis of successful experiences
in Africa (the 1999 Biennale): the combination of broader access,
increased equity and improved quality is both a necessary condition
and a key factor for the success of development-oriented education
policies.
While significant progress
has been made in terms of access to schooling in Africa (currently
9 out of 10 children begin school), repetition and dropout rates remain
extremely high, and primary school completion rates and acquisition
levels very low. The fact that out of 100 children who begin school
only 60 complete their primary education underscores the mediocre
performance of education systems. Rates of effectiveness in education
in Africa today are among the lowest worldwide and indicate where
the priorities of education policies should lie. Consequently, there
is a need for more attention to and investment in the quality of efforts
made to achieve education for all. For this reason, the Biennial will
pursue policy dialogue on the improvement of quality in education
by articulating it to the theme and objective of reinforcing the effectiveness
of learning: effective literacy programs, effective schools and ECD
programs that can be scaled up.

The issue of quality, whether posed in terms of
effectiveness, relevance or equity of learning, is today one of the
major challenges facing the development of education in Africa. What
do pupils learn? Why do they learn? How well do they learn? Are the
specific conditions of the learning process of groups such as the
most disadvantaged pupils or girls taken into account? These crucial
issues challenge the relevance and the effectiveness of the curricula
provided to girls and boys at the school level. In view of addressing
these issues, ADEA, the Intergovernmental Agency for Francophonie
(AIF) and UNESCO's Regional Bureau of Education at Dakar (BREDA),
with the technical support of both the International Bureau of Education
(IBE) and CEPEC International, are organizing a seminar on adapting
curricula.
The seminar will be held in Cotonou, Benin, on
December 12 - 15, 2005. In addition to representatives of these bodies,
ten African countries have been invited to take part in the seminar.
These are: Benin, Burkina Faso, Congo Brazzaville, Djibouti, Republic
of Guinea, Namibia, Niger, Mali, Senegal and Zambia.

Ministerial Seminar
on Education for Rural People in Africa
September 7-9, 2005, Addis Abeba, Ethiopia.
The Ministerial Conference on Education for Rural People ended
on Friday 9 September in Addis Ababa. The seminar has allowed
the ministers to present a Communiqué containing their recommendations.
The Hon. Mr. Teshome Yizengaw, Vice-Minister for Higher Education
of Ethiopia, lauded the seminar that has « fostered new partnerships
and alliances amongst African countries and has clearly demonstrated
our common vision and dedication to design African strategies
for African problems.» According to Mrs. Villareal of FAO
« One of the main objectives of the ministerial seminar on
Education for Rural People has been achieved: Ministers of education,
agriculture, fisheries and rural development and high-level officials
from eleven African countries have agreed to join efforts to enhance
education in rural areas».
The Executive Secretary of
ADEA, Mr. Mamadou Ndoye declared: "Countries now have two obligations.
First, they must implement affirmative action policies to correct
inequalities between urban and rural areas. Second, they must
develop responses that are adapted to the demands of rural peoples
and which are relevant and quality focused." The
Executive Secretary also stressed the need to engage partners
going beyond the education sector. "Education programs cannot
be relevant if they are not articulated to development programs.
Hence the need for inter-sectoral approaches to education."

Regional Conference on Bilingual Education and the Use of Local Languages
in African Education Systems came to an end today (August 5, 2005)
in Windhoek. The closing ceremony took place in the morning, in the
presence of Namibia’s deputy minister for education, H.E. Mrs.
Becky Ndjoze-Ojo; the Executive Secretary of the ADEA, Mr. Mamadou
Ndoye; the Director of the UNESCO Institute for Education (UIE), Mr.

2005 Meeting of the Akintola Fatoyinbo Africa Education Journalism
Award
28 - 30 June, 2005, Accra, Ghana.
Launched by ADEA in 1999, the
Akintola Fatoyinbo Africa Education Journalism Award recognizes every
year the best articles on education written by African journalists
and published in the African press. This year, for the fourth edition,
741 articles were received in English, French and Portuguese. The
members of the jury, who met last week in Accra to select the final
articles, have announced the results of the competition on Thursday
30 June 2005 in the presence of the Minister of Education of Ghana.
The winners are from Angola and Cap Verde (1 rst and 2nd prize for
articles in Portuguese), Benin and Senegal ( for articles in French),
and Nigeria and Kenya (for articles in English).
