Working Group on Education Sector Analysis (WGESA)
launches national reviews in Mozambique and Ghana
Launching seminar in Maputo
(22-23 January 1999)
At the request of the Ministry of Education in Mozambique, the Working Group will facilitate a National Review on Education Sector Analysis in Mozambique. The review will support the implementation of the Mozambique's National Education Sector Strategic Plan.
The launching seminar for the National Review, organized by the Ministry of Education, was officially opened by the Deputy Minister of Education. It was attended by approximately 60 representatives of the Ministry of Education, the research community and international funding and assistance agencies. The event was covered by the national press and television.
The purposes of this seminar were: (i) to stress the importance of improving the quality, the validity and the utility of education sector analysis, specifically in supporting policy processes; and, (ii) to make sector analysis better known to a wider audience. The presentations focused on the need to involve the research community in policy-making and to promote partnership between the Ministry of Education and the international agencies.
A team hosted by the Eduardo Mondlane University will be undertaking the review.
Launching seminar in Accra
(23 February 1999)
The Ghana chapter of the Educational Research Network for West and Central Africa (ERNWACA) was the host organization for the National Review of Education Sector Analysis in Ghana. The review will be facilitated and sponsored by WGESA. ERNWACA was also the organiser of the launching seminar.
Some 50 officials representing the Ministry of Education, the Ghana Education Service (GES), international funding and technical assistance agencies, NGOs and the academic community attended the seminar. As in Mozambique, the event was covered by the press and the national television. The opening of the seminar by the Minister of Education, and the presence of high-ranking officials from the Ministry of Education and the Ghana Education Service throughout the seminar reflect government's firm commitment to support the review process.
During the first part of the seminar, the team leader gave a presentation of the review. The WGESA coordinator, in her keynote address, focused on the use of research-based information in policy-making. The second part of the program gave rise to fruitful discussions relevant to the keynote address and the selection of the studies for the review.
