Norwegian White Paper on Education for Development

Education does not guarantee political, social or economic sustainability. However, no country has eradicated poverty, promoted business development, prevented conflict or provided good health services to the population without a focus on education.

The Norwegian Government presented white paper to the Storting (Norwegian parliament) on global education in June. The white paper sets out concrete proposals as to what Norway can do to reach the more than 10 % of children worldwide who do not have access to primary education. These are primarily children living in extreme poverty or in conflict-affected areas, and in particular those with disabilities or those who are subject to discrimination.

In this white paper, the Norwegian Government commits itself to being a driving force in the effort to ensure that education is a high priority in developing countries and in international development cooperation, both politically and financially.
