Statistical information on the expenditure and funding of
educational systems constitute important data for policies related
to the development and management of educational systems. However,
the collection of this information is, generally speaking, laborious.
This is due to the complexity of the mechanisms for educational funding,
the multiplicity of sources of funding, and the difficulty of accessing
the necessary accounting information.
In order to address this problem, the Working group on Education
Statistics (WGES) recently developed a technical module entitled "Education
Finance". The module proposes a statistical information system
for educational expenditures, which is geared towards improving knowledge
of the data in that area. The module is comprised of two manuals:
the Technical Reference Manual and the Management Manual.
The Technical Manual offers a conceptual framework which aims
to establish a coherent system of collection and processing of education
and finance information. The Management Manual lists the factors
necessary for the setting up and operation of the information system.
These two manuals were created within the framework of NESIS, thanks
to funding provided by the French Ministry of Cooperation.
