Fifth Session of the Steering Committee of the DAE
(Paris, 28-30 March 1996)


The second presentation was made by Mr. James Burty David, Minister of Education and Science of Mauritius, for the creation of a Working Group on Distance Education. This initiative was well received. However, it was agreed that further preparatory work needs to be done before it can be officially approved; for this, limited resources could be made available under DAE's Intra-African Exchange and/or Sub-Regional Coordination Programs.

Finally, Mr. Harry Sawyerr, Minister of Education of Ghana, presented a work plan and budget for the creation of a Working Group on Non-Formal Education. The Steering Committee approved the work plan and admitted the working group as a full-fledged working group of the DAE. The lead agency for the Working Group is the Swiss Agency for Development and Cooperation (SDC), working with other agencies and the active participation of several African ministers. Committee will report back to the next Steering Committee meeting which will be held November 4-5. her Education; and the Teaching Profession.

The Steering Committee agreed to terminate the Working Group on Vocational Education and Training. This group, led by ILO, has been inoperative for two years. ILO is no longer ready to assume the responsibility of lead agency. Some members expressed the wish to see the theme of vocational education revisited in the future as skills training, given its importance for African countries.

Working group activities

Proposals for the creation of three new Working Groups were submitted to the Steering Committee. Mr. Jeremy Greenland from the Aga Khan Foundation presented a proposal for the creation of a Working Group on Early Childhood Development. Given the lack of adequate support and financial resources, the Steering Committee recommended that the Interest Group on Early Childhood pursue its work under the tutelage of the Working Group on Female Participation until it is backed with a robust financing plan.
