Meeting of the ADEA Bureau ofMinisters
(Paris, November 8, 1998)
The ADEA Bureau of Ministers held its 10th Meeting in Paris on Nov.
8, 1998. The meeting was attended by 9 member countries (Botswana, Chad,
Ghana, Guinea-Bissau, Madagascar, São Tom and Principe, Senegal,
South Africa and Uganda), represented by their ministers or their representatives.
Other participants included: Ms. Sissel Volan, ADEA Chair, Mr. Richard
Sack, ADEA Executive Secretary, Ms. Mmansetsa Marope (Botswana), Mr.
Djibril Debourou (Benin), Mr. Marcel Diouf (OAU) and Ms. Julie Owen-Rea
(USAID).
Prospective, Stock-Taking Review of Education in Africa
ADEA is currently undertaking a major review of education in Africa.
Participants were briefed on the status of proposals received from francophone
and anglophone countries and on the themes selected by each country.
Ms. Marope and Mr. Debourou, members of the technical team for this
exercise, provided the briefing. The need to have a wide range of themes
dealing with the whole spectrum of the educational system was stressed.
Shortfalls in that respect were pointed out.
ADEA Biennial Meeting
Hon. Bengu presented different options for the venue of the meeting.
The topic was discussed with the full Steering Committee the following
day. Participants were informed that the meeting would take place early
December 1999.
OAU Decade of Education
Mr. Marcel Diouf presented the current status of the Decade and elicited
comments and suggestions from the Bureau. He indicated that the OAU
program of action would encourage synergies and coordination between
different actors. The Ministers made the following points:
- more emphasis should be put on the following areas: secondary, vocational,
and technical education; adult basic education and training; education
of nomadic populations; special education for war-torn zones; and,
teacher management systems;
- the challenges posed in achieving basic education for all during
the decade should be emphasized;
- aid practices should reflect a culture promoting genuine partnerships
between recipient countries and funding agencies;
- Heads of State should take the leadership in creating a more favorable
environment for education and inviting governments to pay more attention
to education.
Election of Chair and Deputy Chair
The meeting proceeded to elect a new Chair and deputy Chair for the
Bureau of replacement of Hon. Amanya Mushega and Hon. Mamadou Ndoye
who are no longer Ministers of Education in their respective countries.
Hon. Sibusiso Bengu (South Africa) and Hon. Bireme Hamid (Chad) were
respectively elected Chair and Deputy Chair of the Bureau of African
Ministers.
Other items
Ms. Rea briefed the Bureau of Ministers on a new initiative, the USA
Initiative for education in Africa, stemming from President Clinton's
visit to Africa in 1998. Its main objective is to promote the use of
technology in African education systems through partnerships between
African and American schools. Ms. Rea elicited suggestions on how to
bring the initiative closer to the concerns of African Ministers of
Education.
The next Meeting of the Bureau will be held April 12, 1999 in N'Djamena,
Chad, immediately before the 11th Meeting of the ADEA Steering Committee.
