The Continental Education Strategy for Africa 2026–2035 (CESA 26–35) places foundational literacy, numeracy and socio-emotional learning at the centre of education transformation, supported by a continental monitoring and accountability architecture. Yet, while country experiences demonstrate that promising interventions can deliver results, many remain substantially dependent on partner-led delivery structures rather than being fully absorbed into national systems.

The 4th Africa Policymaker Forum (APF) webinar will focus on this challenge by examining why proven interventions remain pilots and what it takes to move them into government-owned systems at scale. It will be based on cased study from Zambia. Bringing together government and partner perspective, the session will explore practical decision points around financing, staffing, systems integration, decision-making authority and partner coordination that determine whether a pilot is absorbed or stalls. Participants from Ministries of Education across Africa will learn what it takes to move initiatives from pilot to large scale deployment including examples of a specific next step and timeline for advancing government ownership and coordinated implementation of pilot initiatives.
