Oswald Rutayisire is a Monitoring, Evaluation, and Learning (MEL) specialist with over 14 years of experience in development Monitoring and Evaluation, results-based management, and applied research across Africa. Oswald has a strong experience in designing and implementing large-scale evaluations using OECD-DAC methodologies across sectors including education, health, youth employment, and financial inclusion, managing evaluations of large portfolios. Previously, he held key MEL roles with AfDB- Private Serctor Development, ADEA, AFR, HPA, APEFE and VSO, where he strengthened MEL systems, led multi-country studies, mobilized resources, and built MEL institutional capacity. He brings to ADEA a strong experience in planning, research, results-based program development and management, monitoring and outcome and impact evaluation, knowledge management, stakeholders’ capacity development, advocay, and coordination, resource mobilisation, preparation and dissemination of programs results.
